Guidelines
PBA Sports Committee officials reserve the right to intervene in any game and apply specific rules to a team or individual to ensure that a safe environment exists for all participants.
- All participants in the league (as specifically named in the official line-up) must at all time be duly registered members of the PBA ($10 membership fee).
- Each entered team may submit a line-up with a maximum of 18 players. However, the following conditions will be strictly imposed:
- Participating teams will be allowed to make changes in their players' line-up until 1 day before the opening games of the tournament. No more changes (addition, substitution or transfer of players) will be allowed beyond this period.
- Each player will have permanently assigned player number upon submission of line-ups. Swapping of team uniforms between players will not be allowed.
- Each team is required to name its official coach, assistant coach, manager and team captain in its line-up submission. Any of these 3 can act as the team's official representative for any meeting that may be called by the league's organising and/or technical committee. As such, any decision made by and entered into by the team representative will bind the whole team.
- Each team will only be allowed to field in 15 players in every game it plays.
- Only the 18 players; the coach; the assistant coach and the manager will be allowed to seat on the bench during games. Any other individuals will need to be approved by the committee.
- At the end of the first round of the league's double round robin series, any player in the team's submitted line-up who has not played will no longer be allowed to play for the rest of the tournament.
- Each team is required to pay a tournament entry fee (quota) of $1000
and a bond of $500 to be able to play. The team coach/manager will also be responsible to ensure that the players properly accomplish the required PBA membership forms and pay the individual $10 membership fee. Full payment and submission of membership forms should be handed to the PBA the latest by one week before the start of the league. A "no pay no play" rule will be imposed.
Should the cash bond be reduced at any time during the tournament (due to penalties charged) then the respective team/s must replenish the bond to reach $500. Unless this is done, then the team will not be allowed to play their succeeding games.
Should the cost of the tournament exceed the budget; the PBA reserves the right to deduct equal amount from each team from their bond (this includes unforeseen costs).
Game Officials
- The tournament will be supervised by a Technical Committee to be selected by the organizers. Members of the technical committee may also sit as table officials during games.
- The preferred referees for the tournament will be from the North Harbour Basketball Referees Association, however the organizers can also use alternative referees from other sources if necessary.
Game Rules
- All games will be played according to FIBA rules and the guidelines set in this document. Any rulings covered by these guidelines take precedence.
- Each team must be provided appropriately numbered uniforms to provide distinction between playing teams and ease of officiating during games. Teams may play with either a complete set of playing tops and pants or uniformly coloured and numbered tops only.
- Playing teams may be allowed to send a representative to sit at the committee table during their games. They however have no voting rights in case of disputes.
- Game duration:
- Each game will be played in 10 minutes (stop clock) per quarter.
- A maximum of one (1) time out per quarter (except 4th) will be allowed for each team with a limit of 45 seconds.
- Two (2) time outs will be allowed per team in the fourth (4th) quarter.
- During plays, 24 seconds shot clock and 8 seconds backcourt violation rules will be applied. Referees decision will be rendered final. Therefore no protest will be entertained other than those relating to game technicalities.
- Only the captain ball or coach of a playing team will be allowed to dispute or contest the referees.
- In an event of a game protest, the concerned team should properly lodge this with the Technical Committee within 48 hours after the game in question in writing.
- In case of an over time, a 5 minute extension will be played to determine the winner. Each team will be allowed 1 time out during this period.
- Default rules:
- A team will lose by default if they are unable to field in a minimum of 5 players on the court at the start of their scheduled playing time. For quotient purposes the winning team will be awarded 2 points.
- A $250 penalty, which will be deducted from the team’s bond, will be imposed to the defaulting team.
- If the preceding game overlaps on the schedule of the next game, the 10-minute preparation time starts immediately after the end of the previous game.
- Team Fouls:
- A playing team will be allowed four (4) fouls without penalty in each quarter of the game. After the 4th team foul, subsequent fouls committed will earn penalty shots for the opposing team until the end of the half time being played.
- For overtime plays, team fouls will be reset and penalty shots will be awarded to the opposing team after the team incurs its fourth (4th) team foul.
- A player will be allowed maximum 5 fouls after which he will sit down for the rest of the game. Personal fouls will carry over during overtime period.
- Games format:
- Five (5) participating teams will compete in a double round elimination.
- After the elimination, top four (4) teams from overall standing will be playing in a single round semi-finals (note: team standing after elimination round will be carried over to the Semi-final round).
- Any ties between two or more teams will be resolved through winner over the other and then by the quotient differential system.
- The top two (2) teams after the semi-finals will play a knock-out championship game
- The 3rd and 4th teams after the semi-finals will also play a knockout game to determine the second runner-up.
Eligibility
- The league is open to all players of Filipino descent or players with Filipino kinship relations.
- Players must be at least 18 years old to play.
- Any players below 18 years must fill up a consent form.
- Players' residency status:
- Players participating in the league should be in New Zealand legally. Otherwise, they are not allowed to play.
- The issue of players not having legal status is felt to be a very sensitive one and may be seen to be discriminating. This should be cautiously treated as this may negatively affect the welfare of those who may be involved and whose only intention of being in the league like others is to be able to play.
Because of this, participating teams are expected to not enlist players who do not have proper residency status. This will be the responsibility of the team.
One of the main reasons in determining the legal status of the players is due to the health and safety issues that may arise.
- In view of this, any team who files a complaint against a player on such issue should only file and take this up with the technical committee. The technical committee, upon review of the complaint reserves the right to make a decision based on its merits not on the face value of the complaint or its absolute terms.
- In case of decision favouring the complainant's argument, the involved player will be dropped from the team that he belongs to and will not be allowed to play. All games he played will be forfeited.
Team Responsibility and Players' Behaviour
- The referees will do their best to exercise judgment and control of the games. Only the technical committee can over ride their decision, otherwise their calls will be deemed final.
- In cases where players commit inappropriate behaviour that may cause or provoke trouble during the game, the officials may have the prerogative to send him out of for the rest of the game. Furthermore, the PBA Technical Committee reserves the right to suspend him for game/s or the rest of the league season. This will also result to the forfeiture of the team's $500 bond or part thereof for the tournament.
- Any player who will be guilty of unacceptable behaviour or unsportsmanlike conduct such as deliberate intention to seriously hurt another player, for example throwing punches, kicking, or any violent action in the game, will be suspended for the rest of the tournament. This may include incidents on and off the court.
Unsportsmanlike conduct includes abusive language towards tournament officials; players and spectators.
- Only players and their team officials will be allowed to stay on their bench. Team officials MUST be registered and approved by the committee. Any changes or additions to the original line up must be requested in writing.
- In cases of trouble during the game, any team who clears their bench into the court will be penalised. Penalty will depend on the gravity of action taken. The team's bond to the league may also be forfeited or part thereof.
- PBA will endeavour to provide a fair and safe playing environment for the players. However, as the game is a contact sport, in an unlikely event of accident during the games, the association will not be held liable for injury of the players.
- On certain occasions the PBA will participate in other tournaments. All members/players are REQUIRED to give priority of their availability to the PBA. Failure to do so will result in sanctions being given, which may include 2 year suspension from all future tournaments under PBA. The participating team’s bond will also be forfeited.
- ALL participating teams will be representing PBA in the Labour weekend festival (Men’s Open Division). Unless a written release paper is issued by PBA to a team and/or individual player, then refer to Item #7.
- Should any serious issues arise during games, the PBA Technical Committee will have the prerogative to stop the league if deemed necessary. Expenses incurred will be divided between the teams and any surplus from the tournament registration fee will be given back equally to the participating teams.
- Any player or team official that brings the tournament or the PBA into disrepute may be sanctioned by the association. This may include suspension from any tournaments under PBA.
EXAMPLES of infractions that may be fined:
- Team default - $250
- Unsportsmanlike conduct
Throwing punches - $350
Abusive language - $100
Clearing of bench - $350
Dangerous foul - $150
